Billy Queen Essay â€Å"Under and Alone† by Billy Queen is an interesting and illustrative book that tries to provide an in-depth analysis of an undercover life. The underlying theme of this book is to illustrate the difficulties of the personnel of law enforcement agencies and how they put their life in dangers for the betterment of the society. The ultimate purpose of this book to realize people of the sacrifices that law-enforcement make to keep them secure. Bill queen narrates the moral, social and ethical dilemmas and other related pathos of an undercover agent. He further points out how an undercover agent had to change his identity to achieve his goals and this identity change sometime changes the psychological patterns and habitual formations of the agent and he starts thinking to resemble himself with outlaw personalities and phenomenon. Billy Queen is one such agent who after military service in Veitnam joins the Bureau of Alcohol, Tobacco, and Firearms. He serves in various undercover positions in his career that spans over sixteen years but his entry into the South Californian chapter of the famous American gang Mongols (he calls them as â€Å"a tight-knit collective of crazies, unpredictable and unrepentant badasses) is the most prominent and dangerous part of his life. Mongols is a larger group with twenty chapters all across America with a headcount of 350 indulged in various activities such as murders, drug and arms trafficking, stealing motorcycles etc. in several states. The book does not look into the activities of the Mongol gang only but also provides an insight into the motives of such activities. Billy Queen discloses the fact that the motives for the formation of the gang was not looting and plundering but it was formed by the veterans of WWII who after the end of war was hankering after a life of adventures that could inflate a war lifestyle. Another important aspect of the book is that it presents the psychological conflict in the personality of undercover agents as they have to indulge in activities that they abhor and fight against in their real life. Billy Queen suffers from the same ambivalent personality as he has to perform evil act to win the confidence of the gang. Manifestation of this wickedness and fulfilling the demands of the gang blurs his own identity and changes his thinking and he starts considering himself as Billy St. John. Hew describes that he participated in gang activities life purchasing and selling narcotics, doing arms trafficking etc. but avoided such activities like rape, murder and dope taking at all costs. These activities form the main plot of the story but the most intense and interesting episodes of the story are related to Billy’s effort to thwart the pernicious activities. Billy’s style is intense as his humanity was at stake. The crux of the matter is that he never sacrificed duty at the altar of any hurdles, even his humanity. The duration of Billy’s activities as a undercover agent (almost 28 months) is an important factor that make us realizes the height of Billy’s contribution as he was totally cut off from all the social ties i. e. family, friends, colleagues etc. But he provides another facet of the story that the grave criminal activities, they (members of Mongol) use to share a genuine camaraderie and during his prolonged undercover, he use to enjoy the love and carte of gangsters. He says in this regard that â€Å"I had no doubt these guys genuinely loved Billy St. John and would have laid down their lives for him. But they wouldnt hesitate to murder Billy Queen. † But he succeeds in escaping from this tough life and with an accomplished mission as finally he triumphs in collecting evidence that dispatched eighteen Mongols to federal prison.

Santiago de Cuba is another main attraction and is the second biggest city in Cuba. Trinidad is the last of the attractions in Cuba and is the only one that I am familiar with. Out of all of these attractions Havana is not only the most popular but is the center of the country of Cuba. The size of Cuba is 110,860 sq km and has a population of eleven million. The capital of the Republic of Cuba is Havana which has over 2 million people. Cuba has different races that live within the country. They have 60% Spanish descent, 22% mixed-race, 11% African descent, and 1% Chinese. This country also has different religions which have: 47% Catholic, 4% Protestant, and 2% Santerà ­a. Ethics of Bribery and Kickbacks Introduction            Following a careful observation, the gulf state should be deprived of the right to host the FIFA 2022 world cup following controversial payments of a huge sum of money to a former official along with his family. This raises ethical concerns since it breaks virtues of ethics as discussed in this paper. There should be an investigation to probe the payment of an unaccounted sum of two million dollars by the Qatari firm to justify the payments and if possible exonerate the firm from the corruption allegations. It would be in appropriate to allow such a controversial state to host a worldwide event such as the world cup with participants from all over the world, thus calls have been made from around the globe to the world’s football governing body to re re-run the bid to host this event. According to Sugden et.al, (1998) corruption breaches the ethics of virtues since it harms many people.            It has been formally announced that Qatar will be hosting the hilarious FIFA world cup in 2022. This is after a secret ballot vote by the FIFA Executive committee that was held in Zurich December 2010. A maximum of five candidates had presented their bids in anticipation of hosting the world’s spectacular sporting event. Again, according to utilitarian principle of ethics this is not right; it yields fewer benefits to a large number of people. Although Qatar views this as a great achievement, the FIFA officials who gave Qatar the privileged to host the 2022 world cup are to be compelled to justify this decision beyond reasonable doubt to the FIFA investigator following some disclosures from the telegraph. Michael Garcia who happens to be the chief investigator of the ethics committee has travelled to Zurich to hold numerous interviews following consistent pressures on FIFA to re run the bid once more (Scharfenort, 2012).            These meetings have been precipitated by some telegraph inquiry that disclosed how FIFA’s previous vice president along with his family were paid 2 million dollars from a firm that was linked to Qatar’s victorious bid. Although the particulars of who the executive committee chooses to support are usually high profile and secretly kept, the board members however are expected to be accountable for any breach of the bidding rules inclusive of the complicity between bids (Amara, 2007).            A spokesperson from the Qatar’s world cup organizing committee said that the bid committee strictly followed all the FIFA binding rules and regulations in full compliance with their standard ethical codes. He further claims that the highest committee for delivery and all the individuals concerned with 2022 bid committee are not aware of any allegations regarding dealings of any nature between private individuals. The problem of transnational criminal organization poses some unique challenges to the law enforcement community. The scope of these organizations’ activities and personnel creates exponentially more work for law enforcement than relatively isolated or contained criminal acts by individuals or small groups. Random and personal crimes committed by individuals can usually be handled by police at the local level, as the investigation is limited to the known crime (or crimes) that have been committed and reported. In these cases, identifying and apprehending the perpetrator is possible through investigation of the evidence of the specific instance of crime. These groups and teams may have vastly different functions, such as production, transportation, distribution and marketing of illegal goods and services, as well as the eventual laundering of the ill-gotten proceeds from the illegal activity (Jiminez). Network analysis helps analysts determine the activities being conducted by the criminal enterprise and who all is involved and in what capacity. In the end, criminal network analysis integrates information from multiple crime incidents and even multiple sources to discover regular patterns about the structure, organization, operation, and information flow in criminal networks (Xu and Chen). This general intelligence on the groups will aid investigative efforts and facilitate collection of evidence for use in court. Several software programs (like i2’s Analyst’s Notebook) have been developed to automate and streamline criminal network analysis.
